Why is the Cordilleras Administrative Region considered to be an Autonomous Region in the Philippines?

Why is the Cordilleras Administrative Region considered to be an Autonomous Region in the Philippines? When in fact they don't have a governor, vice-governor, etc for the whole CAR? What is an administrative region and a autonomous region?

1. Actually, Cordillera Administrative Region is NOT an Autonomous Region.WHY? Cordillerians didn't allowed to be because we can not have fund from the Government(Manila Office). Administrative Region are funded by the Government while Autonomous Region are funded by the Local Officials only.....
